RAI Properties, LLC has been pioneering commercial business infrastructure in Jefferson County since 2003 and is helping set the pace for economic development in the Eastern Panhandle of West Virginia within reach of Washington, DC and Baltimore, MD. Jefferson Business Park is our single objective; improving the economic climate here in Jefferson County is our goal. The principals of this company bring worldwide experience but live and work here. RAI Properties has located its company office in the park and maintains a full complement of on-site capabilities to respond to immediate service and emergency requirements. Five full-time staff members, including a property manager and maintenance, repair and grounds keeping personnel are dedicated to responding to the needs of the all the tenants in the park. From administrative queries to snow removal, we are here ( Hamilton Building, Suite M) to serve.

James K. Ruland. Jim is the Managing Member of RAI Properties, LLC. He is also founder and principal of Ruland Associates, Inc. (RAI), an Information Technology solutions company that has been providing technical services to federal agencies such as the U.S. Nuclear Regulatory Commission since 1986. Jim served as Jefferson County Commissioner (1997-2002), and was a Board Member of the state-wide County Commissioners Association. He also served as West Virginia’s representative to the National Association of Counties’ National Steering Committee on Telecommunications and Technology. Jim served twenty years in the U.S. Navy, including service aboard destroyers, amphibious ships and command of a fast patrol boat in Viet Nam. He entered the Navy as a Seaman Recruit and retired from active duty with the rank of Commander. He holds a Masters Degree in Business Administration and an undergraduate degree in Political Science.
Daniel A. Douridas. Dan is a Member of RAI Properties, LLC and a licensed General Contractor who oversees all phases of construction, including design, engineering, planning and permitting, cost estimating and project supervision. Prior to joining RAI Properties he held positions of increasing responsibility in all phases of design engineering and construction management. He also served as Assistant Superintendent of Fabricated Steel with J.B. Kendall Co., Inc., directing daily operations of a structural steel plant that fabricated four to five million tons of steel per year for the Baltimore-Washington region. Dan has an AA in Structural Engineering from Allied Institute of Technology in Chicago, Illinois.
Josephine M. Vesey. Josephine is a Member of RAI Properties, LLC and an Officer and Board Member of Ruland Associates, Inc. Josephine has more than 15 years of experience in workforce management, and more than ten years of experience in all aspects of company accounting and record keeping in a Defense Contract Audit Agency environment. Josephine is a native of County Mayo, Ireland, and a graduate of St. Anne’s School of Business, County Roscommon.
S. Martin Cummings, Jr. Marty is a member of RAI Properties, LLC with over 26 years of management experience in Federal Information Technology. He currently serves as the Vice President for Strategic Market Development for Daon, a leader in the field of identity management software solutions. Prior to Daon, Marty was the Vice President, Homeland Security for AT&T Government Solutions. He has served on the Board of Directors for the Information Technology Association of America and the Board of Directors for the Nuclear Information and Records Management Association. After graduating from the University of Southern Mississippi with a Bachelors Degree in Political Science, Marty served as an Officer in the U. S. Marine Corps for over six years and was recalled to active duty in support of Operation Desert Storm.
J. Stephen Crews. Steve is a Member of RAI Properties, LLC with twenty three years management experience in business accounting. He held the position of Director of Finance for Four Seasons Hotels and Resorts for the past fifteen years, with primary responsibility for profitable operations. He recently joined Metropolitan Business Associates, a corporate tax law consulting firm as Vice President for Account Development and Operations. Steve holds a Bachelors of Science degree in Business Administration from Pennsylvania State University
Scott O. Hastings. Scott is a member of RAI Properties, LLC who has held a variety of senior leadership positions throughout his 23 year federal service. During his tenure in the Immigration and Naturalization Service, Department of Justice, he managed a broad portfolio of functions culminating with his appointment to the position of Associate Commissioner for Information Resources Management with the accompanying Chief Information Officer title. When the INS was restructured and moved into the newly formed Department of Homeland Security, Scott was appointed to be the first CIO of Immigration and Customs Enforcement. In October of 2006, he ended his 23 year federal career to join Deep Water Point, an information technology consulting firm. Scott is a graduate of the University of Vermont.
Alfred Heck. Al is a member of RAI Properties, LLC with almost fifty years of real estate experience, obtaining his agent’s license in 1958, and obtaining his broker’s license and establishing The Alfred D. Heck Company in 1960. His real estate activities have been wide ranging, from residential brokerage, new home construction, property appraisal, partnership formation for the purpose of purchasing and developing real property, and serving as managing partner for such undertakings. Al, along with his daughter Laura, are completing what he says is his last development project in Stafford County, Virginia. Al enlisted in the United States Marine Corps in 1950 and served two tours of duty in Korea. After release from active duty he continued his military affiliation with the Organized Marine Corps Reserve until his retirement with the rank of Colonel. |
